Some sources (although it seems impossible to verify) estimate the worldwide dog population to be in excess of 400millions.

Among the few possible answers I like better the following
A long time ago homes had thatched roofs where cats, dogs and other domestic animals liked to relax. Thatched roofs could become very slippery if soaked by a heavy rain, the rest is up to your imagination.

Still from way back when the village road were not paved, if the village received more than one inch of rain the streets became flooded and small domestic animals were said to be drowned and carried by the resulting street stream.
I still prefer your answer.
